EU Health Strategy

The EU White Paper: Together for Health: A strategic approach for the EU 2008-2013   is the first attempt to have a coherent long-term strategy for health in the European Union. Based on shared values, the strategy promotes several fundamental principles: health as the greatest wealth, health in all policies, and strengthening the EU voice in global health.

Strategic Objectives

1. Fostering good health in an ageing Europe

Measures to promote the health of older people and the workforce; actions on children and young people’s health; actions on tobacco, nutrition, alcohol, mental health and other broader environmental and socioeconomic factors affecting health.

2. Protecting the citizens from health threats

Strengthen mechanisms for surveillance and response to health threats; health aspects of adaptation to climate change.

3. Supporting dynamic health systems and new technologies

Community framework for safe, high quality and efficient health services; support Member States in managing innovation in health systems; support the implementation and interoperability of e-health solutions in health systems.

The Financial instruments for the implementation of the Strategy are the Second Programme of Community Action in the field of Health (2008-2013) and other EU programmes, including the Seventh Research Framework Programme.
